New “Safe Travels” application required for all visitors to Hawaii

Starting today, September 1, a new “Safe Travels” application becomes mandatory for all trans-Pacific and inter-island travelers to/in Hawaii. The application can be found at https://travel.hawaii.gov. The following video provides a basic overview of the process:

So, what is this application? It’s a digital/online app that collects required health and travel information and creates a way to keep in contact with travelers. It replaces the previous paper process and is supposed to save time for travelers and administrators.

The “Safe Travels” app is considered to be a part of the process that will eventually allow visitors to bypass quarantine by presenting a negative COVID-19 test. That process may start October 1, 2020 at the earliest.

The announcement regarding this new application states,

“Travelers are encouraged to enter their information and trip details well in advance of their flight.  Once their health information is entered 24 hours before departure, travelers receive a QR code via email. The QR code on their mobile device or printed on paper gets scanned by the airport screener upon arrival.”

The announcement also says,

“This new online application will provide the State Department of Health (DOH) access to the mandatory health information that passengers need to provide to monitor and protect public health in real-time.  It can also be used by the Dept. of the Attorney General and county law enforcement officials to enforce the quarantine rules.”

There’s no detail provided about what the monitoring in real-time aspects include. We hope officials will clarify that.

The Safe Travels digital application is a part of a layered system to help prevent the spread of COVID-19. In addition to the Safe Travels digital application, travelers may be subject to a 14-day quarantine, but may be able to bypass quarantine by providing proof of a negative test result taken by a trusted-testing partner within 72 hours of the departure of the final leg of travel.
